Comparing 2 Columns with Values, Blanks & "0"

Hello to you all! Need some help today with Column Comparison.

Basically i am comparing to 2 columns with varied status including Blanks & "0"s...
I have used basic If Function to use values from Column C by default and when it is Blank use values from Column B. and produce result as TBD when both column values are Blank.

But my results are affected when Column C has 0's in it. Any help with resolving / simplifying the IF statement will be of great help! thank you.

Try in E2 and copy down:

=IF(AND(OR(B2="",B2=0),OR(C2="",C2=0)),"TBD",IF(OR(B2="",B2=0),C2,B2))

=IF(OR(C2="",C2=0),IF(OR(B2="",B2=0),"TBD",B2),C2)
