Column info/Comment - How to display

Hello There,

I have taken a standard excel template file from Microsoft.

When you click on the column (D2), an Info box appears (attached jpeg file).
Also, when I click on any table header columns (Row 4), it's respective column header info is displayed (attached excel file).

Could you please advice how it is created?

Additionally, there is a white line separator in the table header, before column 'Actual Start'(attached jpeg file). How is this created?

Sooo simple, I actually did not know this and honestly never "saw" it. I have a short blog topic to post at work tomorrow. Thanks for the inspiration, Khalid NGO.
Just asking myself if it is doable in 2010. That would be a prerequisite. I'll quickly find out.
