Please tell me how to get that baseline at 1500 in the attached file in my chart?

I cant attach the file.
But there is a simple bar/column chart, where values range from 0 to 3000. I had a file where the preparer done charting in a way that value above 1500 is starting from 1500 and gng up to that value. And value below 1500 is starting from 1500 downward gng upto that value...!!!

I'm guessing it's a trick similar to building waterfall charts:
