Capturing Maturity Index of the team

Hello all,
New member here.
I have a team of 54 FTE's and would want to create a rating mechanism for them. The rating would be based on 4 categories (Functional, Innovation, Compliance and Knowledge/Skills). These would further have sub categories within each. Each FTE would be rated on a scale of 0-4 (4 being the highest). Seeking your help/advise as to what is the best way to showcase this data. Would appreciate if anyone could share a template in case anyone has a similar rating system in their org.

Firstly, Welcome to the Chandoo.org Forums

Your basic data is

That lends itself to using Conditional formatting

Another method is to display it like:

Thanks Hui (for the Welcome and the file :))

Though the provided is simplistic and serves the purpose to a large extent; would it be possible to show the same graphically? Also the FTE data is not inter-related, however in the file, if i change the value of any parameter for any FTE the representation for all other FTE changes in the table too.

Can you please attach a sample file with 20ish rows of data

Please also sketch what you mean by Graphically ?
 
The File I uploaded had a Formula in to select Random Data
That is probably why it was changing
