Can I create an alert or validation that is dependant upon finding duplicates?

Hi,

I'm trying to set up a spread sheet that will list names (col. a) and allocate them gifts from a drop down list (col b). If the person appears in col.a twice I want to either prevent allocation of the same gift twice or create an alert that this person has already been nominated for this gift. Is it possible?
