Autopopulate column after dropdown?

I have a list of states and their counties. I'm looking for a method to have the user type in a state name (or choose from a dropdown) and a column of their associated counties appears. I've played around with dropdowns and v/h lookups with no success. Can you help?

1] In G4, select "State" from dropdown list

2] In H5, formula copied down :

=INDEX($A$5:$C$16,ROW(A1),MATCH($G$4,A$4:C$4,0))
