You can access chandoo.org as you do with any other website as it's not an application. So if your Android device has the capability of browsing and has enough CPU power and memory (don't ask me how much is enough, a Samsung Galaxy Note does the job fine in my case) then you'd experience a smooth mobile browsing thru this website.
