Define 'look nice' (aesthetics aren't important to data analysis) and 'flow better'. How is the workbook currently failing?

What you have could be viewed as a collection of forms, in which case each requires a header row (the footer 'Total direct reports' would seem to serve little purpose and does not merit its prominence). Alternatively, if it is to be regarded as one form, each row should contain both the name of the person reporting and that of the person being reported on since both are required to make sense of a record. As @AliGW suggests, what is the preferred option depends upon how or if you intend to analyse the data. Lines with 'Share with Amy Vaughn' etc. would not appear to belong in the same set of forms, since they are not obviously 'quarterly goals'.
