If you have 100 rows, the formatting will highlight top or bottom 10 rows. The change will be more visible if you sort column low-to-high for the value you are interested in.
Your regional formula in F14 contains two conditions, if both of these conditions are true (a AND type relations) then you want cell to have Either Green, Amber or Red. Is this correct?
Try inserting IF() within percentile function so that values feed to percentile are equal to 100. and try using a vlookup table or lookup() to fetch the values.
For first part of the question:
You can sort for the company's name and add subtotal to the amount.
For second part, you need to wait for some vba guy.
