How to find correct lookup result from vlookup.

I have attached problem where lookup find 1st value from array, if i want 2 or 3.. so on value how can we do.

Yes Ashhu.. Row value (City) have to match with Column (City) then Vlookup will give the result from lookup (Country).
Please suggest

Why not a formula ? Just via MATCH & OFFSET worksheet functions …​

Nice work Asshu, I evaluate this function, could you please elaborate what exact row no. "0" is doing in Index function, Actually if i lookup from different cell it throw Val error.
