Determine number of occurrences in trend

I am trying to come up with a formula to determine the number of months in a row for a trend (either up or down). I'm trying to stay away from a multi-nested if statement, but that may be the best option and would be acceptable.
I've attached a file and any assistance would be greatly appreciated.
Or, point me to some existing threads. I can't seem to get the right combination of words together to find what I need.
