Does it matter the order in comditional formatting

I have always been curious if it matters the order your code is inside the CF box. If you take a look at these two pictures they have the SAME code written and one of the things the hackers did was scrambled my CF, added to it and so on but I have noticed this a lot and wanted to know if they all have to be in the same order

The order is critical
As a CF may be set in the first row and then overwritten by a subsequent CF in the following rows
The Use of Stop If True can be used to stop CF calculation if required once a CF is triggered
