Which formula should I use and in which syntax.

I am a teacher. I have marksheet of my students in front of me. I want to councel students who have secured marks less than 30 AND are deficient in attendance by 22 (have attendance less than fifty percent) . Only those students in whom BOTH conditions are met with. I wish to enlist them.
Which formula should I use and in which syntax.

Something like this :

=IF(AND(B2 < 30, C2 < 22), "YES", "NO")

Enter this in D2 , and copy down.

Thank you for a simple answer. I would be more interested in knowing a trick to Enlist all the Yes or all the No. Countif( range, "yes" ) will COUNT, not LIST them.
