Need to refer sybols for 2 Col Data reference.

Try the following in B2, copy down and across:

=IFERROR(IFERROR(VLOOKUP($A2,$U$2:$Y$17,COLUMN(B1),0),VLOOKUP($A2,$H$2:$L$17,COLUMN(B1),0)),"")

B2, copy across and down :

=SUMIF($H:$H,$A2,I:I)+SUMIF($U:$U,$A2,V:V)
