Visual Basic and Macros buttons are disabled in my Excel

Hi guys,

I need your help, in a VM that I am working on, there is Excel installed in it.
I couldn't execute any VBA scripts. When I was investigating I found that all buttons related to Macros in the Developer tab of in my Excel doesn’t seem to be enabled. They are all inactive, attached are all the screenshots as an attachments.

Kindly assist.
