Values Position in a Scatter Chart

Hi,


I have data regarding manager's performance. The qualifying benchmark of the performance is 45%. Now some of the managers are above 45% and some are below. How can I present this data in Scatter Chart form highlighting 45% as the bench mark and the performance of managers?
 
Maybe some of these ideas will work?
