Using WORKDAY.INTL - but with Time of the day

I am using WORKDAY.INTL to add a Number of days to a Job request to sate the expected Date it will be completed. I was wondering if there was anyway for example if a date is added say after midday that it make the +1 day into the Next day

So if I use =WORKDAY.INTL(D14, 1,1,0)

I want if its Possible
If the date entered in D14 before 12:00 midday it does exactly that put the end Date as The next day
But
If the date entered in D14 after 12:00 midday I want if possible to put the end Date as The day after next
 
1] Your criteria cell D14 does not content time.

2] You need added time to your criteria cell D14, then the formula in D15 will work in accordingly ( I added time in the attached example file)

3] I set AM in D14 and PM to H14. And D15 resulted in tomorrow and H15 in Wednesday

I left the D14 empty so you could put in yourself
My customer will add in the date as the submit the form
But I want the customer to just put in the date, I can't be expecting a customer to put in the Time, any quick suggestion. I will be saving as a macro enavbled form as I have VBA code in some of my tabs
