Using Symbols with cell refrences to indicate increases or decreases

I noticed in the dashboard contest that some people had used symbols and conditional formatting to show a green upward facing triangle with a percentage increase. There was a recent post about this technique but I cannot find it. Could someone please point me in the correct direction?
