User Wise Give allow to access to rows

Hi

I have Employee IDs i want to Users with their Ids give access to that row means User Name is Abc Emp Id is 101 this Id is mention in A3 then row 3 is allow to use this user rest rows are block User Name & their Ids this data kept in Master Sheet

Please tell me how to do this

In this file master sheet mention user names & Emp Id if this user open the file then Metrac, Joey allow where this emp id is mention 26575 that particular row can edit the data rest cells not allow to do any thing
