Trying to use index/match on a big list of numbers as my "lookup_array"

so im trying to use index/match to find a title for certain numbers, but my numbers arent in a list. they are all in one cell and listed with , .
hypothetically, if i were looking for 123546 my code would be =index(a1:a2,match(123456,b2,0))

i kind of understand that excel isnt able to find 123456, even though it is in there, because "b2" is actually "123456, 653421, 145782, 77589, 453444, 525424, 111111 "

Thoughts?
Code:
Banking & Insurance 123456, 653421, 145782, 77589, 453444, 525424, 111111
Communications 875875, 6325870, 412578, 986532, 547863, 357951, 22222,

no thats not what i was looking for.

i managed to solve it by transposing the list after removing commas.

thanks a lot! it took me a while but i got the hang of it ahah
