Transferring a group of cells between worksheets based on the content of one of them

Hi! I have a workbook w/5 sheets - an annual plan sheet and 4 quarterly sheets. I don't want my users to have to cut and paste their activities from the annual plan sheet to the correct quarterly sheet (or to each sheet if it is a year-long activity). I have one cell that designates the quarter of the activity. How can I use this cell's content to copy all of the cells for that activity to the corresponding cells on the correct quarterly sheet, without resorting to a macro? It this possible?

Posted a sample workbook below. In this workbook, I am trying to have the contents from the cells in columns B:G on the Plan Objectives tab transfer to the correct quarterly worksheet based on the value in the cell in Column I. If the value in Column I is "ongoing", then the activity should transfer to each of the quarterly worksheets. I don't want to use a macro as these are dependent on cell ranges, which will likely vary if activities are added during the year.
