Tabtip.exe activate when in excel or vba userform

Hi I am new to this site. I am working on a user form in excel on a microsoft surface pro. I am having major issues on trying to activate the tabtip.exe via vba in userform, not to mention can it be also activated when using excel by itself?
I have tried several ways with no avail. Might be i am putting in wrong spot, wrong module, i am at a loss atm. So any help would be great.

In my registry editor

Only 3 options i have are
Default
EdgeTargetDockedState (1)
KeyboardLayoutPreference (0)
TicDockedPreference (0)

Nothing like whats on that post
