Summary table adding up budgets by Location per quarter (multiple criteria)

I'd like to summarise the budgets of locations by quarter.
The table is built up on a client basis, many clients could be in the same location, and by quarter, based on activities around 4 pillars.
I can easily get the totals, by location or quarter, using sumifs but am stumped when i comes to distributing it...!
Any help would be appreciated. Thanks in advance!
