Scrolling Area Problem

In the past, I have set the ScrollArea range in the VBE Properties window and it has worked flawlessly.

When I did it today, while it is locked when scrolling with the keyboard or clicking in the side bar, my mouse wheel is unaffected and still scrolls beyond the ScrollArea range i set.

What am i missing?
 
Works here, but if the visible range on the sheet is bigger than the ScrollArea you will always be able to see more than the ScrollArea.
Excel Help says "Cells outside the scroll area cannot be selected."
Mouse wheel rotation usually only scrolls (not selects) (unless you've set it up differently).
Yes, it's a little odd that it's called the Scroll area when you can see beyond the scroll area sometimes.
