Scatter Graph, picking axes

I'm trying to create this scatter chart, and I have all the information in my table, but I'm not able to choose Net Rates and Fiscal Quarters as category axes. Is this possible?

Though
you might have your own reasons for making this chart, i suggest u not to make things complicated, see attachment. a simple bar chart is sufficent

Well, the goals is in fact to have a scatter or bubble graph. Is it not actually possible in this range? I notice that excel does not allow you to create scatter graphs from pivot tables, which is frustrating.

bump...sorry I went over this with another excel user at work and they couldn't figure it out either. Bar chart isn't the look my boss is going for.

Thanks a million, this is stumping me at every turn, especially as pivot charts claim to not be able to run scatter/bubble graphs.
