Same column contents in multiple rows

Dear Guru,

I have date ranging from row B4 to row B28 across columns till GC and again the same contents started from row B66 till column GC again the context starts from B130 and runs till GC How can I bring in the contents with B4 to B28 and applicable columns.

As currently it is stacked I am manually doing need to work for 100+ files with same scenario.

What's criteria/logic ?

if you see "Test16" there is 5 "x" afterthat 10 Blank column then again 5 "x"
if you see "Test20" there is 1 "x" afterthat 4 Blank column then again 1 "x"

This data is downloaded from an ERP so under each category system will maps its applicability,hence the data is populated across the excel into multiple rows.
