Repeating label in merged cell

Hello

please see the attached picture. I have merged cell across rows. In column A I have the parent of process tree let's call it phase. SO it has value like "Phase1" etc. If the merged cells are across many rows like 100 I would like this label Phase1 to repeat itself multiple times. I hope it's cleares from picture just replace xxx with phase1. I turned it 90 degrees anticlockwise

1] In cell A1, merged cells with 9 nos of wording "Phase1" arcoss rows A1:A15 as per picture shown.

2] In D6, copied down :

=IF(ROWS($1:1)<=(LEN($A$1)-LEN(SUBSTITUTE($A$1,"Phase1","")))/LEN("Phase1"),"Phase1","")
