Problem with the Enable fill handle option in Excel 2010

The above-mentioned options is in disabled mode everytime I start EXCEL. Is there a way to default it to "Enabled" mode?


I am using Excel 2010.

I am assuming that you are using Excel 2010. File tab, Options, Advaced, Editing Options section, enable fill handle and cell drag and drop.
