Number of digits in a cell must equal 9

Each cell in a given column must have 9 digits. Some have 8 digits. For the cells in the column with 8 digits I must add a 0 (zero) as the lead digit. I know that the cell must be formatted to "text"

I there a formula that will find all 8 digit cells, in the column, and place a 0 (zero) as the lead digit?

=RIGHT(REPT(0,8)&A1,9)

If just are 8 or 9 digits... you can use this formula (tweak of @Deepak's Formulae):
=RIGHT(0&A1,9)
