Negative Variance Percentage

Hi All

I am caught in a unique situation, where i need to compare budget achievement vs actual. I have a mixed of units wherein some of them had negative budget and negative achievement and vice versa. Some of them have mix numbers as well. My scenario is as under

It should mean budget / actual ... eg scenario 1 ... = 3/2 hmm?
How did You get Your wanted results?

My bad... wanted results are factors of budgets and actuals...where numerator and denominator are different in different scenarios.

Scenario.1 has actual/budget , scn. 2 is again gap between 2 nos plus 1..like wise .

However, Wanted results are just case specific...where each scenario has their own way of calculating wanted results. I am looking for 1 solution which can be applied to all scenarios that will yield wanted results. Hope its clear to you super ninja..
