Need help with index & match formula

I am looking to populate the salaries & fte data by department from the sheet 2 to 1. I am not sure if I should be using a modified index and match formula. Thank you in advance for your help.

Try below formula in in D2 and copy down and across:

=SUMIFS(Sheet2!$D$21:$G$21,Sheet2!$D$4:$G$4,Sheet1!D$1,Sheet2!$D$3:$G$3,Sheet1!$B2)

Initially the formula didn't work but I realized it was because I needed to remove the absolute formula from sheet1!D1. Now it works. Thank you so much! I really appreciate your prompt reply.
