Need help with how to properly visualize a forecast/actuals

All,

I need some assistance in how to best visualize four values over the course of a year.

1 - Forecast Target - is the target monthly forecast set by corporate
2 - Forecast is the division forecast
3 - ON PO are is the amount of sales actually on Purchase Order
4 - Actual is the actual receipts received against the open Purchase Orders(POs)

I have attached a spreadsheet with sample data and a quick graph that really confuses vs assists in the reader. Any ideas would be appreciated.
