SUMPRODUCT or SUMIFS will do it.
I'd also recommend splitting your criteria to 2 columns (i.e. Floor and Ceiling).
Last row will have different formula than rest.

use the following revised formula:
=SUM(IF($B$2:$B$78>=G2,IF($B$2:$B$78<=H2,$C$2:$C$78)))

Thanks @Chihiro your solution is shorter, I tried doing this with SUMIF but couldn't make it. Though, I wouldn't be able to derive this formula myself.
