Could you help me to make status in excel as per attach file to find a text status using if or whatever formula to find out result.

You can also use LOOKUP in such cases like below:
=IFERROR(LOOKUP(D3,{0.01,0.95,1.051},{"OVER TARGET","ON TRACK","UNDER TARGET"}),"")

Check this if u okay..i'm not sure about under / over , maybe u mis typo. I just follow your rules.
