Monthly Storage Cost Calculation Formula

Hi,
I need to make a formula to charge storage fees.
We charge $24 for 1st month $12 for every month thereafter.
If something is received in the last 7 days of a month it wont be charged.
If something is here for 7 days into a month it will be charged as a full month.

here is my sample in the 1st month invoice section i need to return blank if the "date in" was more than a month plus 7 days ago and i need to return the cell in column G if it is less than a month and 7 days

i also need to make sure not to invoice storage "after 1st month" if i already charge for 1st month.

I now figured out alot more but i still need to figure out how to only charge 1st month if a pallet came in in the previous month+7 days
