I have an excell sheet where i have to enter miitary time, can excel format militarty time to reg time without a workaround with an extra column and formulas.

You can input the time however you want. To display in military, custom format of:

[h]:mm


All the math and stuff will work just fine, as long as you're inputting legitimate times.
