check this. When you have too many data in an chart, it is always better to show the relationship b/w 2 charts with the same color (light & dark).
EX: In this chart as there are 3 years & all the 3 years has Target & Achievement. Show the Target in 3 different colors & the 3 Achievement in the lighter shades of the 3 relevant Target.
