Looking for an option to disable all the modification feature and enable only close,minimize buttons

I came across, one of the excel sheet earlier where we don't see any excel options while opening the workbook. Only Minimize, Maximize and Close buttons were present. I am working on a Excel Dashboard, and wanted to use something like the following. How can we do this?

Also is it possible to disable the scrollbar in the excel sheet? Because I tried adding the values to ScrollArea (Developer > Properties) to one of the worksheet. But then when reopening the worksheet, the values seems to be reset again. Is there a better way to do this? Consider we need only A1:T60, can we disable the scrollbar so that it won't move further?
