Use the below in H4 and drag it down

OR(($B$4:$B$7=G4)*($C$4:$C$7=F4))

to be acknowledged with CSE

OR(SUMPRODUCT(($B$4:$B$7=G4)*($C$4:$C$7=F4)))

No need to acknowledge with CSE
