Logic Determination - New Challenge - finding specific elements in Cells

In my spreadsheet,

Column A has a unique identifier.

Column B has a list task to be completed:

1) Partnering with network organization to engage clients’ net connectivity cutover - On-going

2) Independent schedule - subscription of services is independent of applications - On-going

3) Publish proposed schedule for cutovers - 3/25/2016

4) Created the Operating RACI and Process Flows - Completed by Frank in Q3, 2015

5) Present DB Plan to appropriate the Community - 04/01/2016

In Cell C1 there is a date: 04/23/2016

Here is what I am trying to do:

  1. Search through Column B for Tasks and associated dates and list them across the page

  2. Bypass “Completed” tasks

  3. Use the “Target date” where there is no date for the task or if the last words on the taks line is “On Going”
Note: Not all ID have 6 tasks – they can vary and all task line will have individual tasks starting with a number and followed with “)” e.g 1) or 2).
