Index, Vlookup or method to lookup and extract data

I have 2 workbook, one is linked to a database that I am querying external data from, and the second workbook is the one I would like to use to further filter and query the data from the first. Based on certain conditions I would only like to retrieve all the rows of data based on the values in Column AE in the SAV-Ref Databook. The criteria is on sheet 3 in the Filter workbook. I tried a couple of different VLookups with nested Ifs, but I keep getting the #Value error. The other shortcoming with the Vlookup is I think all the data has to be in one workbook, I would like to avoid that if possible. There are 5 different criteria that I need to use to pull data from the Sav-Ref Databook.

Any help or suggestions would be appreciated.
