Index Match: search for a string and return multiple values

Hi All -

I'm looking to do a lookup, and I assume index match is the rout to go, but I'm not certain. The lookup value will always be a single line, but the column I'm searching for a match on may have multiple lines with a carriage return between them. There may be multiple matches at well. I've attached a small example. any guidance would be greatly appreciated!

Yes, this one is a bit different if referring to my previous question I posted a few days ago - The last time the lookup value had a carriage return. The example I posted above, the lookup doesn't have any returns, but I need to search in a column that has returns. I tried playing with using a lookup/search to get what I needed as well, but I need to account for the possibility of multiple matches which I wasn't sure how to accomplish. Index match seemed the next rout to go, but I wasn't sure how to get it working with the carriage returns in the column I'm searching.
