In-cell dropdown with Data validation

Hi everyone!

I have two identical workbooks. Every workbook contain fields with data validation, and settings in that fields are (Validation criteria):
Allow: List;
Source: =List_1;
"Ignore blank" is marked;
"In-cell dropdown" is marked.
But, one workbook shows in-cell dropdown, second workbook - doesn't show (data validation works - I cannot input wrong data, but I cannot CHOOSE it from dropdown list).
This makes me crazy as settings are the same...

Also, two workbooks have different color schemes, and when I change "Themes" in second workbook, changes are not applied. Maybe this is connected...

Please take a look - maybe someone can assist in this issue!

"To look a what" - to look at my problem :)

I've attached two workboos.
Workbook "Revenue" operates better - I have in-cell dropdown list, and I can change Themes.
Workbook "Expenses" operates worse. The cell that contains problem - is C2 on list "WORKINGS", and with Themes (colors).

as far as I can see.. There was only Group / Outline is applied in NonExitsDeopDownWorkbook..

I tried to ungroup / Remove Outline, but still dropDown is not appearing..

Need some time for R&D. will come back soon..

Its is in.. Page Layout > Selection Pane > Show All / Hide All.. (Its Ctrl 6 toggle key)
Cant remember.. what actual term in Pre 2013 Excel.. :(
