Nothing, it isn't necessary but does no harm, leave it out.

=IF(G16="","",J16/G16)

The "+" you are writing in else section, its kind of working as expression, if tyou write "-" then it will give you answer in "-". Hence, it is working as a simple rule of mathematics.
When there is nothing before a value, it is understood that it is +ve.
