i am trying to format cells so that all data entered will be 11 digits long

I receive invoice numbers from my department lead. When I enter the data into the spreadsheet I would like for all entries to be 11 digits in length. If the number I enter is only six digits I need the first five digits to be zeros, if the number I enter is nine digits, I need the first two to be zeros. Could someone send any suggestions?
