How to remove the 2nd duplicated number between 2 fixed varibles in next column?

Dear Colleagues,


May I ask how to solve aforesaid matters by having the following example? In this case, how to remove the 2nd "1"(or change "1" to "0") in column A which is located between the first and second "3" in column B.

1,0

0,0

The above list length is around 10,000.

I am sorry I cannot understand your full requirement ; the example you have given is just one example ; what is supposed to happen in the remaining 10,000 rows ?
