How to make row dependent on other row for applying filter?

LEVEL 2(LOW LEVEL DATA OF L-1				BB	EE	24/09/19	05/12/19

This is Level 1	YYY	CCC	JASS
this is level2				BB	EE	TBA	TBA
this is level 2				GG	HH	TBA	TBA

Question is,
Suppose there is a row which is level 1 (Doc no, domain, domain lead) and a couple of next rows is level 2 (domain system, task start and finish date).

When I apply filter and search BB in domain subsystem column, I am getting blanks cells in the first three columns. Is there any way to search level 2 data and also able to see level 1?
Is there any way to make dependence between rows for sorting?
