How to Implement IF Function in Time Format

Hi All,

I have a problem related with how to implement IF function in Time format data.
So basically I want to compare if the Column M is less than 15 minutes, so it will show "Yes", but otherwise it show "No"

I also attached the example file.

Please check attached file, basically it is bringing the number back to a decimal number.
