How to handle Circular Reference - Sample attached

Greetings for the day!!

I need support from the forum to handle the circular reference.
The issue is because of two variables which are interdependent on each other and finding it difficult to arrive at CTC.
Here PF is calculated on BASIC+Special Allowance. Please do not make any changes in percentage of basic component. HRA is derived on basic component. Statutory bonus is calculated as per state eligibility.
I need formula to arrive special allowance and PF(BASIC+Special Allowance) to match CTC mentioned in cell C3.

One question - if you have all values in the components as per slab, where is the variable to achieve the fixed amount of 2L?

If you have any one fixed amount component, that can be used to balance across to achieve the target amount - by using the What If feature under Data tab.
