HOW TO DISABLE/INACTIVE THE EMPTY CELLS IN A SPREADSHEET

I am doing my thesis wherein I am preparing an excel based model. I want the user of this model to enter text in specific cells and lock rest of the cells in the sheet.
I have attached an excel file in which similar thing is done. Please help me on how to do that. I have tried Protect Sheet and Allow Users to Edit Range options, but this didn't give the desired output. Please download the attached excel file for better understanding.

... is there always three rows?
If Yes, then You could protect those cells too...
